Abacus provided professional services for the updating and enhancement of existing feasibility studies for the Girsheen Overpass and Girsheen–Suhalia Road Improvement projects, originally prepared in 2023 by the General Directorate of Duhok Roads and Bridges to support World Bank financing. Following revisions to World Bank requirements—particularly related to environmental, social, and risk management standards—the studies were reviewed and upgraded to ensure full compliance with the World Bank Environmental and Social Framework (ESF).
This infrastructure feasibility study update did not involve redesign from the beginning; instead, it focused on strengthening and improving key components of the previously completed highway and roadway feasibility studies. The scope included targeted updates to the Environmental and Social Impact Assessment (ESIA), Environmental and Social Management Plan (ESMP), resettlement and land acquisition considerations, stakeholder engagement processes, and climate resilience and road safety evaluations. Economic, financial, and institutional analyses were also refined where necessary to reflect updated assumptions and World Bank review comments.
The finalized international World Bank feasibility study update package supports informed decision-making, meets current ESF requirements, and advances both projects toward financing and implementation without duplicating earlier technical work.
